Energy Smart New Orleans in 2026: How the Rebates Work for Insulation and Air Sealing
The federal insulation tax credit is gone. That is the headline most New Orleans homeowners have not caught up with yet, and it changes how you should think about paying for attic work this year. The good news is that the money did not all disappear. It just moved from the IRS to your utility.
Energy Smart is the energy-efficiency programme created by the New Orleans City Council and administered by Entergy New Orleans, with APTIM serving as the third-party administrator. It has been running since 2010. Paying an Entergy New Orleans electric bill is what gets you into the programme; each measure then has its own rules on top of that.
Here is what it covers, what it is worth, and where homeowners get tripped up.
First, the thing that changed: the federal credit is dead
Until the end of 2025, you could claim the 25C Energy Efficient Home Improvement Credit and take 30% of your insulation cost back at tax time, up to an annual cap. Many contractor websites in this city still say so.
They are wrong. The One Big Beautiful Bill Act, signed on 4 July 2025, terminated 25C for any property placed in service after 31 December 2025. Insulate your attic in 2026 and there is no federal credit waiting for you.
If you are reading a page that still promises “30% back on insulation,” check the publish date. That advice expired seven months ago.
What Energy Smart covers on the residential side
The residential offering runs on a measure-by-measure basis. The ones that matter if you are dealing with a hot, leaky house:

Two things to check before you count on any of these. Incentive amounts are reset each programme year and the budget is finite, so we do not publish rebate figures here, and the number you read in a blog post from two years ago is unlikely to be the number you get. Eligibility also varies by measure: insulation and air sealing incentives on utility programmes are often tied to how the home is heated, so an electrically heated house and a gas-heated one may not get the same answer. If your household is income-qualified
Alongside the standard rebates, Energy Smart runs a separate Income-Qualified Weatherization pathway. Qualifying households get duct sealing, air sealing and attic insulation done at no cost rather than at a discount.
How the process actually runs
- Book the free assessment. This is the gateway. Nothing else unlocks until it is done.
- Get the report. It will tell you where the house is losing energy and which measures you qualify for.
- Choose a participating contractor. The rebate is tied to the work being done to programme standard, so this is not a step to improvise.
- Work gets done and inspected. Attic insulation and air sealing are usually a one-day job on a typical New Orleans single or double.
- Incentive is applied. Depending on the measure this comes as a bill credit or as an upfront discount through the contractor.
Do the air sealing before the insulation. Always.
Insulation slows heat transfer. It does not stop air movement. Blow R-49 over an attic floor full of unsealed top plates, recessed light cans and open chases and you have buried the problem instead of fixing it. In a climate this humid you have also just given warm wet air a path into a cold cavity, which is how you end up with mould.
This is why a blower door test is worth doing before and after. It turns “the house feels drafty” into a number you can hold a contractor to.
Is it worth doing if you do not qualify for the free programme?
Usually yes, and the maths is not subtle in this climate. Cooling season here runs eight months. An under-insulated attic in New Orleans is not a minor inefficiency, it is the largest single load on your system.

Any Entergy New Orleans electric customer, residential or commercial. If your meter is served by Entergy New Orleans, you can participate. Customers outside Orleans Parish fall under a separate programme with a very different current status.
Does Energy Smart cover attic insulation?
Yes. Attic insulation, air sealing and duct sealing are all covered residential measures, along with HVAC tune-ups and appliance upgrades. Values are set per programme year, so confirm the current amount before signing a contract.
What is the difference between the Energy Smart rebate and the free weatherization programme?
They are two separate pathways. Standard rebates reduce the cost of a measure and are open to Entergy New Orleans customers generally. Is the federal insulation tax credit still available in 2026?
No. The 25C credit was terminated for property placed in service after 31 December 2025 under the One Big Beautiful Bill Act. Insulation installed in 2026 does not qualify. Utility programmes are now the main route to offsetting cost.
Do I need an energy audit before claiming an Energy Smart rebate?
